The whole problem can be summed up in the words "he paid".
No teacher should have to pay anything, to anybody. Especially, you should not be paying a fee to a recruiter. IF you choose to use one, the school should already have paid a (substantial) fee to help find a teacher. There is no need for a teacher to give money to any recruiter. Ever.
Hope your brother has better luck in the future.
