your concise analysis of the Great Pretender is spot on. His kind of delusions should be classified as Bi-Polar disorder, that is whilst sitting in his grubby little one room abode, he actually believes in his greatness as a sage and dispenser of wisdom encompassing all topics, as he would wish to be were it not for his experience in the wicked world of ESL in China holding him back.
Pity really, he could have been something big, a railway porter or street corner newspaper vendor for example, or even reached the dizzy heights of school caretaker.! Well, that may be a bit far fetched but you get my drift. However a teacher of English ?....never.

Of course a school that would hire Turnoi, whose English skills are deplorable at best, as Academic Director, is not a "crap school."
Yes think carefully about which school you choose to work for, and do your research, but also please improve your English skills if they are anywhere near the level of Turnoi's before trying to pass yourself off as a teacher or, God forbid, an "Academic Director." Geez, gimme a break!
