are you talking about one named Cecille Macarubbo?

I'm a teacher here in china and around June of last year I met a fellow Filipino young man here in my place. according to his story, he, together with 7 others were recruited by this Cecille Macarubbo in Baguio City. As you've said, they were made to pay 80t each for their trip here supposedly to be given teaching posts...obviously a false promise as they ended up roaming around in Guangzhou. Fortunately for him, he can play the guitar and sing quite well that he was able to get some part time jobs as a singer in some Western restos until he finally got a teaching job at a training center...he of course had to remedy the renewal of his visa time and again. To make the story short, I met him and tried to help him get a teaching position in a kindergarten school, he canactually teach, though, he needs more training to get a better [position.

this should seerve as a warning or reminder to our fellow kababayans out there to be very wary of these recruiters who are feasting on other people's hard earned money. Success stories of some should not drive them scurrying here to find a job...they should assess their capabalities first and if they think they are really qualified, they should connect directly with prospective employers/schools and have all the paperworks re: contract, visa etc. in the Philippines before thay come here. As what the other poster here have said, you need not pay any single cent to an employer and they should do all the hiring procedures for you. I only wish they don't make themselves willing preys to these hungry vultures who are always ready to devour them of their money.

As to your question, to where can you report these abuses here in China, my advice is, it much better to report it to the concerned authorities first in the Phils. Since you personally know these people, you can alert the NBI to conduct an entrapment operation. You see, illegal recruitment is quite a complex case but if they can trap these people in action surely, legal actions can easily be undertaken against them.

I hope this will enlighten you a bit about this matter.
