This is why they want CLEAR SCANS of your documents.
Those documents are often reprinted using high quality paper sometimes using your data, but changing the photo as an example.
Sometimes they generate fake documents and sell them to illegals trying to enter into the USA.
Sometimes they end up in the hands of marketing firms or Ministry of State Security agents.

Run a credit check on yourself across all 3 bureaus.
You may see recent acvitiy having NOTHING to do with you whatsoever.
It starts simple. A library card, a grocery store discount card, etc.
Maybe they enroll in a university and get a student ID card which in some cities gives them a bus pass.
Its done in layers.

This is a massive operation worth BILLIONS of dollars in black market documents.
Those documents and the ID's tied to them end up in sanctuary cities.
