Insert the pipe cleaner and twist it to form a notch to prevent the tissue papers from falling. Gently pull the tissue paper upward one at a time. Crumple the tissue paper to give it more texture and to make it look fluffier.

When you get the hang of making paper flowers, you can do this in a variation. You can make this with more tissue papers for a thicker effect. Make more paper flowers and bunch them together for a better effect. Practice makes perfect; it may seem tiring at first and it may not look so great the first time you try it, but with practice, you will find the task easier and faster.
