Yep, he used to supply teachers to that Polytechnic on the outer edge of the city. The one the 90 bus goes past. And he would put teachers in a modern apartment, but nothing worked in there and things would break down all the time. Constant power and water failures. The place was also dirty and noisy all the time, thanks to the roaring traffic on the highway below, which threw dust and sand particles high into the atmosphere. ( there were quarries nearby and trucks everywhere )

On top of that the teachers were all working illegally. David is a very dishonest man. Maybe he is in GZ now, he used to be in contact with universities there also. I think he supplied teachers to a university in Shunde area, but that was a while ago.
