Good questions but it still doesn't mean a thing, a lot of places will promise the moon and the stars in the contract but when you get there will stiff you. a friend of mine in a scholl was promised 24hours a day hot water/ free water and electricity and free mandarin and tai chi lessons he has to pay the school about 350 a month for a combined water and electiricy bill the water is turned off at night and drains back down so the pump pushes air up the pipe first thing every morning and makes the water meter whizz round and run the bill up... they have a key to his room and go in and look around and to "take meter readings"
