Shenyang Red River Centre was founded in February 1998.

The centre is located in Shenyang, the capital city of Liaoning Province in Northeast China.

It is a joint educational organization set up by the SHENYANG INSTITUTE of ENGINEERING (SIE) of Liaoning and RED RIVER COLLEGE (RRC) of Manitoba, Canada.

In March, 2001 Liaoning Education Administration evaluated Shenyang Red River Centre and rated it as an AAA Joint Educational Institution.

The center is operated by Shenyang Institute of Engineering and it is also the department of International Education of SIE.
