I would recommend that you begin the assessment process of your students' Oral Language Fluency by using the Interview Technique, and have the students interview each other, and then present or introduce their partner to the rest of the group.
This is a good "ice breaker" as well as a good assessment tool to use in determining each student's Oral Language Fluency Skills.
