It's not always the school's fault. If the school FAO is briefed on the changes to the visa regulations late in the day, what can he (or she) do? The problems have come from the top down! As is often the case, governments who choose to get involved in education arse everything up.

That's not to say I'm defending the Chinese immigration department. Far from it, they are arrogant fools. Schools are obliged to follow the law. The law is an ass!
