Black tea is equivalent to Ceylon tea I assume?. I see Walmart do breakfast tea but not that amount for 12 yuan. That's English Breakfast Tea, if that isblack tea?

I wouldn't know, mate. However, it tastes like strong Indian tea. You can adjust the amount of loose tea you place in the teapot to control the darkness, therefore strength, of the tea you drink. Beware of buying loose tea from teashops within supermarkets. It's usually overpriced, 100 grams for 60 RMB being the cheapest.

In Shanxi, black teas are expensive and hard to buy. I dunno why. Your best bet would be a Chinese supermarket. Buy off the shelf in the supermarket.
