Believe me, Wuhan Public Security Bureau isn't alone in being incompetent and vindictive. I can name two other PSB offices that are crocks of s**t too, based on my own dealings with them. What particularly annoys me is when you apply for a visa renewal, you pay the fee, but you don't know at that time how long you'll get! That's up to the director; the clerkess cannot decide that - she has no authority to do so!
But foreign visa offices in Beijing are maybe even worse! They'll not refund visa fees if they decide not to issue a visa to a Chinese applicant wishing to go abroad. They'll pocket the cash - grossly unfair too! Why don't they charge successful applicants a higher fee, and refund the fees of unsuccessful applicants.That would be a fairer system!

One's as bad, if not worse than, the other!
