China hires by far the most of its foreign teachers of English to teach oral English.
You don't need to have a degree in order to be able to speak good English if English is your mother tongue! China would be better to give a budding foreign teacher of oral English an English test to check if that teacher's English level would be adequate for him to teach oral English well.
The degree requirement for the issuance a foreign experts' certificate is totally inappropriate in my opinion, and should be scrapped!
