@ CL: Unfortunately that is the arrogant stance of your average Chinese dean/Uni president.

If it ain't broke, don't fix it. Remember the Sichuan earthquake when it was found out the school bosses funneled off the money for themselves, and to hell with the building quality. But when western experts who came to HELP suggested the reason San Francisco (which is on a fault line, I might add) manages to withstand lesser quakes with no problem, China adopted the "We will do it on our own, with outside help" way. Shame they didn't get helicopters there sooner, and that the parents had to protest to get any justice....
