Yes, fair enough - the way to take on Peizheng College is to stop the flow of foreign teachers and thereby make it less attractive to customers.

However, the "school" can make adjustments:

- increase class sizes
- adjust admission fees accordingly
- have a superficial facelift and even name change

(Peizheng has been sued over the (mis-)use of the Peizheng/Puiching name.)

It is not a system based on merit. The sleazier it is, the more likely it will be to continue.
