You have a very good idea Turnoi. But in China I have learned one thing- with enough red envelopes nothing is impossible. So even an accreditation system is still one rife for corruption. China is like a feudal country where laws are interpreted differently in every place.

The ESL world will change when the ethical fiber of China changes as a whole. Who knows how long that will take.
