As human beings, there are some traits that we all have in common — two hands, one heart, red blood. Why in the world to prevent anyone to teach ESL. As long the person is qualified, nationalities and passports should NOT be an issue.

Because the main qualification for knowing a language inside out and good enough for oral English teaching is to have been born into that language; that's why.
