Western societies should not allow this to happen.

How would you suggest they prevent it? Turkey has banned capital punishment with the lure of joining the EU, car thieves used to have a finger taken off, barbaric perhaps, but it sent a message out...do not steal.

When the EU and it's all encompassing human rights laws make it impossible for any member state to punish criminals effectively, what can be done indeed?
