just do two oral English tests a year in the FT's oral English class, based on pronunciation, fluency, vocabulary, and grammar.

And who gauges thier use of English? Is it set against the CEFR or another international language ability scale? Or is it gauged by yourself, who isn't qualified to judge UoF and whose knowledge of grammar and vocabulary is limited? You cannot impartially mark your own students either. Testing should always be done by an impartial outside examiner!
