If it is, why the cynicism?

Surely gathering information on what FTs want is a good thing?!

It's rather jaded to assume there is some nefarious purpose to gathering information about what people from a different culture expect when they arrive in China. It could very well be for a new school who is looking at how best to set up for their FTs.

Given the insults flung the way of anyone even vaguely associated with a private school from the usual suspects on this board, I'm not surprised someone would not want to share that particular information.
