Modern Chinese don't seem to care much about precision in communicating their thoughts, perhaps culture too. Their wording in laws, rules, regulations, or contractual agreements, suggest a great flexibility ought to be expected. It's all open to individual translations and/or needs. Perfectionism is the opposite of what the current China is about.
