If anything, more true expats are getting posted to the second tier cities, their work in Shanghai and Beijing has mostly been done by now.

Certain cities have a higher young teacher to true expat population though, normally the places where one can misbehave with little consequences. Or those pretty, less industrial places.

How in places like Kunming or Chengdu, the PSB haven't managed to round up a few thousand tourist visa backpacker teachers and deport them in little more than a day's work, I really don't know.
