They rarely face the consequences, after stealing (some would argue transferring) technologies and money from the West for the last 30 years, those who earned the benefits from it are now seeking to exploit the immigration loopholes in our Western countries to get away from their responsibilities in China. And our governments being what they are, they don't see any problem with that.

There might be an extreme minority of Chinese today who truly benefited from the economic development, most still live with less than USD500 per month even in first tier cities, but 1% or 1.4 billion is still many people.

I foresee worldwide anti-China sentiment and Chinese heads on spikes sooner than we would expect. In many countries the locals already can't stand those locusts anymore and don't want their dirty money.
