I agree, there needs to be transparency. Without that, things like this will continue. Much the same stuff happens in Putin's Russia, only a percentage of the population can understand the laws or how they are applied, and many laws are passed to cover up the activities of the Russian Communist Party officials who hold seats in the Russian Parliament. Governments may change, but some things still stay the same. A snake will always be a snake IMHO!
