The millitary says there's been "hundreds of tons", more than allowed, of the unfortunate chemical which will most likely point to the place ownership. Whether the local fire department trains/manages its firefighters well enough will probably be overlooked. Corruption is one thing, recklessness and poor knowledge of the field people are in is another.
