We don't need the ACC to tell us that. Foreigners have been leaving China in droves, not just in Beijing. Pollution, very unfriendly and even hostile people, crappy weather, there are much better destinations in Asia.

Hell, even the wealthier Chinese people are leaving. Good, loving Chinese parents that can afford to send their children abroad to study (a very small number, even in Beijing) will often do so, even if they have little chance of ever being able to emigrate themselves. Shit education quality in China is only one source of motivation, getting their kids away from the terrible food safety standards and pollution during those early years is another.
