My recruiter had thought that the uni was not interested in my application as I had not been e-mailed within 10 days. So he sent me the e-mail address of a college in Shaanxi and some information about it. I applied to there and received a prompt response. Following my interview on Skype I accepted a job offer from there. HR at the college had handled my job application efficiently and had thereby impressed me. No red flag there!
