Did you finish your contract? You haven't provided enough details for complete advice. If you've completed your contract the guidelines for filing a complaint cancelling the FEC is the same as getting your release documents. Only the school can cancel the FEC. But "relationships" will get in the way.

Agents cannot cancel or hold an FEC. Schools may be reluctant to provide you with release documents if they believe you haven't honored your 'contract obligations'.
Your new employer will usually be successful convincing your current employer to provide the documentation that your FEC has been cancelled.
If a school / agent refuses to cancel your foreign expert certificate, what can you do?
