The system as it stands is exactly as you have described. One can only hope that the Chinese Government realise this during the trial and make the necessary changes. In order to get an 'A' category, one has to have what could be best described as 'native fluency' in Chinese, plus a minimum Chinese salary of RMB30,000 per month, as well as a degree from such places as Harvard or Oxbridge.

So if you didn't study at a top 100 university in your home country, but instead at a top 100 college there, you'll not require an MA!
We can only presume that the new Chinese visa regulations rate the top 100 colleges in one's home country above universities there that are not in the the top 100!
