Re Hohhot Electricity Cost
Electricity costs vary as much as reasons for power outage throughout China. I've been in a similar situation as you before. This is a country where people who freeze to death are guilty for not being careful.

Hohhot Electricity Cost
No power in my flat since about 6:30 pm yesterday till about 9 am today. Reason for no power: my power card needed recharging. Did so; cost of power here is 0.5 YUAN/KWH. It says so on my receipt. I suspect this is the cost of power theoughout China.
