Your view doesn't seem to be supported by your reference but by some sort of bitterness over lost money for recruitement fees. The article truly nails the issue which is the exam driven education.

Quelle Surprise! Make it harder for native english speaking teachers to actually LIVE and TEACH in China and this is the end result. I pity the students learning from a filipino or nigerian, and who will never learn idioms, nuances and the culture of places like Aus, Canada the UK and the USA.
