Thailand has tougher penalties for crime than China does, but pedophiles still go there. There are pedophiles in China, Thailand, Vietnam, Philippines. There is no correlation between tough penalties and the prevalence of pedophilia.

Indonesia has the toughest, and most effective to date imo.

It is now execution or chemical castration, as a result of newly introduced legislation. I hope other countries will adopt this too.

The Aussie who's the subject of the first link has just managed to avoid the negative impact on himself of the new legislation by the skin of his teeth!
