There could be a more prosaic reason: In my time, the webmaster somehow was marking the first and the last post of his weekly manual backups with such a note (I guess, not to have to write the numbers down on a piece of paper - I never understood geeks), to be deleted when the procedure was completed. But that was at least 4-5 years ago. Don't know if they still do it the same way.

They are letting you know who runs the forum. Someone has to keep track of all of this, it doesn't just take care of itself.

Yes it does. Even if one is unfortunate to get all one's posts deleted, the handle is fed in and the computer deletes them all- you can do it while eating a bacon sandwich hahaha.

They are letting you know who runs the forum. Someone has to keep track of all of this, it
doesn't just take care of itself.

How does that conspicuous editorial adjunct succeed in "letting me know who runs the forum"?
It does suggest that at least one member of the forum's administration was moved to express their personal feelings about media freedom in China.
