When all other things are considered, the teacher is quite happy with the school.
The co-ordinator is doing the administration on top of other duties and the teacher knows this and therefore doesn't want the fall-out to be taken soley by the co-ordinator who would find it difficult to pay such a costly fine.
But I think the teacher may find it difficult to pay the 5000rmb and not hold some resentment.
