I don't think each province has a 'Bureau for Foreign Experts'.As far as I know,there's only one,a central body in Beijing.
But according to most foreign teachers' contracts,referral there should only be made as a last resort, after all attempts to mediate locally have failed.And there's no guarantee of fair play there. The application of the right kind of heavy pressure locally might well produce a swift and positive result.
