I agree with you that we shouldn't make excuses for Chinese citizens who plagiarise. Allow me to focus on two kinds of foreigners that constitute "we", foreigners who are of Chinese descent, and those who go with the flow here, some even giving themselves Chinese names. Some of them might well turn a blind eye to plagiarism, or indded make excuses for it happening. Ignore what they say.Plagiarism can never be justified!
