Oral English Experts?

I have been puzzled (for a few years) why do Oral English Teachers need to be so qualified and why they have to get this fine status (and the booklet) on mainland. While I understand the booklet "qualifies" us for the work permit, I do question the reasoning behind that. Wouldn't a high school grad from any English speaking country be able to "oral English teach"? The fact is that many local "experts" prep our fine students in the areas of reading, listening or writing, so they do the real job, don't they? Should the ones that lay foundations be credited with this "expert" status? Why can't I just be a "foreign teacher"? Why do I have to be an "expert"?
