I wonder if he even makes an effort to get past the language barrier. Just being there and not listening for so long actually makes him think that he somehow now knows everything about the people there. Well birds of a feather indeed do flock together! He and his corrupt boss probably complement each other like Bonnie and Clyde. But ultimately his actions expose his agenda all too easily.
