My personal take is that this is yet another way for the police to fill their coffers. I really dont think it is a campaign that was initiated by the govenrment in Beijing. I think rather an arbitrary thing they conceived as a way to make money. Guess just have to wait and see, only wanted to advis teachers of the possibility of this happening to them, so they can be prepared
