Yes, t some extent, they should feel responsible to help...until the next time when such a famine occurs.

Interesting points...the problem is how many times can you bail a country out.

Lots of africans refused polio vaccines because they believed it was a jewish/western conspiracy to kill muslims...

Should the UK/west bear responsibility for this?

The problem is countries, like people, need to help themselves, sadly, throwing money at the problem, which gets diverted away by dictators, won't do anything.
