It really depends on if they or the people who work in the company have any influence with the Foreign Experts Bureau. In a bigger province with a more robust economy and with many foreigners the FEB might not have time to ponder if they want to ruin some ESL teacher's life. However in a smaller province without many things to do the FEB might pull some shyte like this to feel important and pretend they're doing their job.

Then when a teacher decides to leave a company or "school" without notice they find it easy to side with the corrupt owners and put the teachers on some stupid blacklist.

Surely this would raise a flag at the checkpoints at Shen zhen or Zhuhai?

I think those corrupt owners, don't really have enough power to get teachers blacklisted from a province...or do they?

Your lovely beasts definitely need to give a big bite to the lazy bureaucrats who work at most PSB's in China. What with sitting at their desks and dragging away their lives all day doing nothing. Then when a teacher decides to leave a company or "school" without notice they find it easy to side with the corrupt owners and put the teachers on some stupid blacklist. The more teachers they put on their the less mianzi they have. I'm sure big lizards love eating faceless ones!
