It will be interesting to see how this all plays out. I seem to recall that a few years back, when the rampant proliferation of non licensed private schools was starting to irk the government, that instead of trying to get them to close down, the government decided that making them register and therefore pay taxes was a bright alternative and a means by which they could be kept in line.

I can't remember the details of this, so would appreciate any information in that regard.
