I guess, as is often the case, these regulations/laws are seen as suggestions/guidelines rather than rule of law. Many of us have observed that PSBs in different provinces interpret the regulations regarding the hiring of foreigners and the licensing of schools in a manner that suits their purposes and may even change from day to day. No wonder, then, that the whole EFL thing is in such a state of mish mash.
