I've heard many, many reports that the authorities in Guangdong will not longer issue paperwork necessary for English Teacher job applicants to obtain a Z visa to anyone who is not from the US, the UK, Canada, Australia or New Zealand.

Actually, I met a few people from the UK who were unable to acquire a Z visa IN Hong Kong from Guangdong province.

Guangdong has a different rule, foreigners are required to go home to get police clearance first.

Hong Kong offers Kenyans, and many other nationalities, visa-free, 90 day entry permits.

Similarly, Thailand offers many other nationalities, visa-free, 30 day entry permits.

To put a stop to abuse of their visa-free entry system (long-term stayers simply crossing the Thai border, in and out, every 30 days), Thailand introduced a limit of 3 visa-free entries for any 6 month period. Visits with an actual visa were unaffected.

I suspect that Hong Kong has a similar system - a limit to the number of times a person can enter Hong Kong during a specified period, unless an actual visa has been obtained.

I further suspect that your predecessor had probably been visa-hopping for sometime; traveling from the mainland to Hong Kong every 30 / 60 days to get new L / F visas for China.

Thankfully I got a late posting to a Chinese boonie, via an agency. Here a few days when three Africans were at the door. Said they were Kenyans, and one claimed to be my predeccesor. That turned out to be the truth. He also said he'd just returned from an unsuccessful visa run to HK, where he was refused entry on account of his country of origin. He visited me to collect a box of his belongings, which he had left in the flat before his unsuccessful visa run. He and his two compatriots were seeking work urgently, so they said, and presumably, have very limited time to do so, because their non-Z mainland visas will expire soon! I suggested they should try Ulaanbator. and wear thermal undies before departing for there!
Are Africans from the mainland unwelcome in HK, even if they have the correct documentation for new mainland visas, L or F or Z? Truly a disgraceful state of affairs if the truth!
