Maybe he knew you from the other school and did not deem it necessary to interview you i.e. maybe he was working at other school when you were there??
What you just wrote about knowing that school changed my mind - a little - about your concern. Would you consider asking him why he did not interview you??

Thanks for the advice. I suppose I already knew this, but I was just in denial. I know it's not a total scam because the e-mail address of the contact matched his e-mail address listed on the school's website, but it does seem very unprofessional. I was surprised by the response by this school, because it is considered to be one of the top International Schools in Burma (or at least one of the most well known, according to my Burmese friends) and when I worked at a summer program for another school there (Horizon International School) I found them to be very professional.
