I think www.10010.com may have more info on the China Unicom 3G packages for you.

Best bet, would be to get yourself down to the nearest China Unicom office, if your chinese is good enough by yourself, you should be able to find out all you know.

Here (Zhejiang province) I couldn't find out much about Turnoi's deal but I'm sure it exists. They had a leaflet stating 1,200 rmb for a year, including the 3g modem, with a 6gb cap limit each month.
