I know for a fact middle schools in Zhejiang province can receive a monthly or yearly sum for putting FT's into their schools, so is it any wonder all manner of agents creep out of the woodwork to take their slice of the pie? The system is corrupt and greedy and rotten, and everything rot's from the fish head...when will they throw it away though. I won't hold my breath:(
