The government office ought to make more rational decisions based on its complete research of the country's market, not on the cheating local goons who are hungry for a larger piece of pie.

According to China Daily (article below), "the foreign education-exchange firms may be banned". Why when many local firms fail as badly or worse than the foreign ones? I've worked for a local employer that's had such a company and that's cheated the hell out of local students. Adjusting to the university applicants needs, pasting, copying of formal documents, corruption are often present in local companies. Their poor professional attitude and virtually no moral standards are traits of local businesses.

In the end, it all seems to point to a control over whatever Chinese do. They have to come to Chinese to go abroad and they have to do it all the traditional way.
