Let's also not underestimate the role that Western Universities play in this situation. If you and I are aware of the what's happening at ground level in china then it stands to reason that they are as well. But when they're able to charge higher tuition fees, application fees, etc. etc. to foreign students then their judgement clearly becomes clouded over the quality of the candidates in question.

This is mostly about locals who wish to study abroad. They are/will be directed to local pros who'll ill-prepare their customers and who'll grossly deceive the embassies and higher educational institutions abroad with falsified documents of the applicants. This isn't about any "western concept" but a local discrimination against foreign companies and about a control of the local market and people. Let's not muddle the issue with some ediTed EF bashing.
