I'd disagree about the first point. Individual authorities at provincial or city level are able to change aspects of the regulations/procedures as they see fit. Sometimes a city or province will apply stricter regulations if they have more than enough applicants than places at schools, in other words they can be more picky about who they take. This often includes asking for applicants to have prior teaching experience. The problem as always is that there is no transparency in the process/regulations and they can change over night. Also it's possible that certain schools might get away with not having to meet the full criteria when applying on behalf of new teachers if they have a relationship (Guanxi) with the officials. the majority of cities/provinces at present don't require the 2 years experience but it would be useful if the OP could state which at least which province he is applying in............
